Adds Korean as a UI language: Settings › Appearance & Behavior › System Settings › Language and Region lists 한국어, with Korean catalogs for message keys and source text. Only Chinese must translate every UI text. Other locales may lack entries and show the English text for them; their catalogs are still checked for stale entries, keys English lacks and placeholders that differ from the English text. Windows 11, 32-core AMD, 62 GB RAM.
IDEA analyses Python more deeply, so "ready" doesn't mean the same work on
both sides. Both are measured from the outside, the same way: see
perf/compare to run it on your machine and projects.
