arookieofc 82ff476e8a feat(debugger): flash the taskbar when a breakpoint hits unfocused ...

When a debug session stops on a breakpoint and no OpenIDEA window is
focused, request user attention on every window so the taskbar icon
flashes — matching IDEA's behaviour of alerting the user that the
debuggee paused. The check runs on the main thread off TauriSink::emit,
which intercepts the DebugEvent::Stopped broadcast.
