l0ng-ai 1332e1f584 feat(java): Separate the jdtls JDK and add Settings for New Projects ...

- Languages & Frameworks › Java › Language Server › JDK
  (`languages.java.jdtlsJdk`) runs jdtls on its own JDK, like IDEA's
  JDK for importer; the project keeps compiling and running with the
  Project JDK. A choice that is too old or not a JDK is reported, not
  silently replaced.
- Toolchain pages (Java, Maven, Python, Node.js, Go, Rust, TypeScript)
  get the Global / This project switch, defaulting to This project. The
  Global scope now shows the global layer instead of the project's
  effective values.
- File › New Projects Setup › Settings for New Projects… edits only the
  global layer, which new projects inherit.
