arookieofc 1f969694a0 feat(build): link file locations in the build console (#1869) ...

Compiler output in the Build tool window now gets the same clickable
file locations as the run console: Maven's `path:[line,col]` errors,
`path:line:col` diagnostics and URLs open the file (or the browser)
when clicked, resolving against the directory of the step that printed
the line (reactor modules run in their own), then the project root
and a name search.
