l0ng-ai 35c6af2367 feat(app): open a file at a line and column from the command line (#1123) ...

`openidea --line 120 --column 8 <file>` opens the file at that position (1-based; without --column the line start; clamped). The position is kept by file until the window that opens it takes its launch: new instance, second instance, a project open elsewhere, an already open file. The path argument skips these flags' values.
